toro snowblower stuck in very slow idle?

Thanks for the answer, but there's no throttle control on the handle - hmmmm. Anyone else have this trouble?

I assume that it has a throttle control on the handle. It most likely has a cable running from the control lever to the throttle arm on the carburetor. I would start by spraying the control lever and the cable with wd-40. You could also disconnect it from the carburetor and try to move it with a pliers after spraying it with wd-40. Follow the cable all the way to the carburetor, they do get kinked. Sometimes you can straighten them.
