sounds like the gas float is in need of repair or its flooding itself out which is the carbruator take to repair shop should not be more than $50-$60 or drain all gas out of tank and carb refill try to start may have water in gas good luck!!!!
check the fuel line for blockage
is the vent on the cap plugged
does it have a fuel filter
if you left the gas in it from last yr its varnished up
use fresh gas keep starting it it will wash out the carb
Tap the float bowl with a screwdriver handle , maybe the float has stuck. You may have to take the float bowl off , the needle valve may be stuck. Quiet often when you leave gas in one during the off season a thin shellac will form on the needle valve causing it to stick. Before storing small gas engines for the off season I run them out of fuel , add fresh fuel and StaBil fuel stabilizer per lable directions and never have a problem later when I need them. Good luck…
