    Depends on the context they used it in. In the south there is very little snow, therefore, a ‘southern snow blower’ would not be used much, or even useless.

    If they are speaking of a person and they call them a "southern snow-blower", they are saying the person is useless.

    That is just one possibility.

    Another would be that it means a "shovel". There are few actual snow blowing machine in the south due to lack of need. When it does snow, a shovel is what is used to clear paths and etc.
