I bought a used snow blower and the cover for the carburetor is missing and you can see it move when you?

pull the choke...the guy who sold it to me said it has always been that way and it runs better that way because it is easier to spray the cleaner in there? Any ideas or solutions?
The previous owner said it came like that and it runs best that way and then a lawnmower repair shop said all snowblowers come that way...

    What is missing is the air filter. It keeps dirt and debris out of the carburetor and engine. It is most important for dusty conditions but you should have one. You can get the make and model number off of the engine and go to "outdoordistributors.com" and look up the part. The model numbers for the engine are either on a tag or stamped into the metal cowling on the engine. Being on a snow blower, I wouldn't be afraid to run it without the filter but like I said, it should have one.

    I have a gas power drill that you turn the air cleaner to choke it. Get the name, make , and model number and search the Internet. It is usually easy. Just put the info. into the search bar on yahoo. Look for the owners manual in PDF. and download. I have the manuals for all of my equipment on my computer.
